By Stella Davis Current-Argus Staff Writer CARLSBAD — Residents in Carlsbad and South Eddy County will see a slight decrease in their property tax mil rate when they receive their tax bill next month, while Loving residents inside the village limits and beyond will see a healthy decrease.
